In 2019, Civil Solutions was selected as a subconsultant to provide program management services for the New Capacity Improvements portion of the MOVEBR program for East Baton Rouge Parish. Services include, but not limited to, conceptual project design, utility identification and coordination, and small business outreach (SBO).

Stormwater Master Plan
Infrastructure
The City-Parish of East Baton Rouge hired a team of qualified consultants to assist in the development of a Parish Stormwater Master Plan. In particular, the proposed service includes the collection and review of available office and field data, review of construction records, review of the capacity of the existing drainage systems, and the identification of a program for necessary improvements to the system. Civil Solutions currently serves as a subconsultant on this project.
Jefferson Terrace Academy
Development
Civil Solutions is working as the civil engineering consultant on the design and construction of a new K-8 school for the East Baton Rouge Parish School System. Our tasks included: civil/site engineering, utility coordination, stormwater management best practices, paving and grading, and vehicular & bus traffic management.

Restore Louisiana Program
Disaster Recovery
Our team was elected to directly serve over 6,000 flood-affected citizens through the Restore Louisiana Homeowner Assistance (ReLa) Program, a component of the State of Louisiana Office of Community Development’s recovery program, Restore Louisiana. Our team successfully collaborated with global security consulting firm, IEM, and many other local and national organizations to deliver relief to flooding victims and organizational aid to the state.
Ford Street Extension (DOTD Project)
East Baton Rouge Parish, District 61

Civil Solutions, working as a subconsultant, was selected by the La. Department of Transportation & Development to provide engineering and related services to extend Ford Street from LA 67 (Plank Road) to Howell Place Blvd. The proposed Ford Street extension will match the existing Ford Street roadway classification. The extension will be an urban collector with a design speed of 30 mph. The roadway will consist of 2-11’ lanes, 30’ raised grass median, curb and gutter with subsurface drainage and sidewalks. Water and sewer will also be included in the design.
Southern University
The Valdry Center for Philanthropy Project
Development
The Southern University site is among one of the first Historically Black Colleges and Universities (HBCUs) to offer a philanthropic studies and nonprofit management. CSCG's team provided site and civil engineering; utility coordination; onsite stormwater drainage systems, as well as the parking lot, and driveway layout and design needed to bring this gorgeous new development to light.
City of East Baton Rouge Parish, Greater Baton Rouge Airport District/Baton Rouge Metropolitan Airport - ARFF/Security Perimeter Road

Consultation and design helped smooth the way to a better security perimeter road for the Baton Rouge Metropolitan Airport. Our services addressed the paving, grading, drainage, and marking of this construction project.
City Of East Baton Rouge Programs - BREC Grants Management & Administration and Project Management
Disaster Recovery
CSCG was hired by Recreation and Park Commission for the Parish of East Baton Rouge (BREC) as a CSRS subconsultant to identify, develop, and implement a recovery plan overseeing a minimum of 90 projects to restore public park and recreational facilities to pre-disaster condition. Our work allowed BREC to secure critical, retainable monies for recovery needs.

Roadway Beautification Program (GLP3)
Program Management
This program was comprised of projects such as street widenings to allow for bike lanes, pedestrian facilities, as well as landscaped areas throughout the parish. These projects increased the connectivity of alternative modes of transportation and improved the aesthetics and quality of life in East Baton Rouge. CSCG provided comprehensive management, from conceptual design and fund sourcing to project close out.
BREC Independence Community Park Recreation Center Parking and Site Improvements and Median Cut
Development
Civil Solutions was hired to assist BREC recondition the deteriorated site conditions at the Independence Community Park Recreational Center. The existing parking pavement, a patchwork of old surfacing from Ryan Field and a multitude of asphaltic and stone patches made over the years, was barely serviceable. Existing pedestrian pathways were not ADA accessible, poorly illuminated, and unsafe for the highly utilized facility. The scope of the project included: the rebuilding of the Recreation Center/Tennis asphalt parking lot, relocating the parking entrance, modifying the Independence Boulevard median, adding a trail – including a crosswalk to tie the south side to the north side of the park, and reconstructing the lighting and drainage systems.

Sanitary Sewer Overflow (SSO) Program

Civil Solutions was an integral part of the East Baton Rouge City-Parish Sanitary Sewer Overflow (SSO) Control and Wastewater Facilities Program Design Team. Over the course of three years, the team completed the design of twenty-one comprehensive rehabilitation projects valued at $201,359,270. Other tasks included: subsurface utility conflict coordination; preparation of construction documents and project specifications; and providing all resident inspection services during project construction.
